It might be easier to do through Exchange, especially if Outlook is giving him problems. If not, he'll have to drag and drop manually or export the whole mailbox to PST. I guess the proof will be in the pudding. And the import may have modified the emails. I am not sure that will work because Outlook uses a hidden "last modified date" to decide what gets archived. Then you should be able to do the File-Archive thing. This may be a better choice anyway, even if it isn't 20GB. If it's bigger than 20GB, you'll need to turn off cached mode so it doesn't generate an OST file.

As long as his maiblox, plus the archive, is smaller than 20GB(if using cached mode), you should be able to open Outlook, go to file-archive, and push it all back to a PST file.
